DOLE Budget & TUPAD, 2016–2027: An Emergency-Employment Program Now Ate Three-Quarters of Labor's Budget

National budget for the Department of Labor and Employment (DOLE), and the share taken up by TUPAD (Tulong Panghanapbuhay sa Ating Disadvantaged/Displaced Workers) — an emergency-employment program widely understood as discretionary, legislator-directed spending. Switch between what the Executive proposed (NEP) and what Congress finally enacted (GAA), year by year.

The headline finding

Between 2016 and 2026, total enacted (GAA) DOLE spending roughly tripled — from about ₱9.12 billion to ₱29.98 billion (~+229%). But that growth is overwhelmingly a TUPAD story:

• TUPAD grew from ₱3.26 B to ₱22.44 B (~+588%), and its share of the entire DOLE budget jumped from ~36% to ~75%.
• Everything else in DOLE combined grew only ~+29% (₱5.86 B → ₱7.54 B) — the department’s other labor programs have stayed nearly flat.

In other words: the single largest recipient of DOLE’s budget growth is a discretionary, legislator-directed emergency-employment program, now consuming three of every four pesos the agency spends.
