DSWD Ayuda Budget, 2016–2027: Where Cash Assistance Is Really Going

National budget allocations for the Department of Social Welfare and Development’s cash, livelihood, and food-assistance programs (“Ayuda”), from FY2016 to FY2027 — in Philippine pesos. The headline finding

Between 2016 and 2026, total enacted (GAA) Ayuda spending roughly doubled — from about ₱73 billion to ₱182 billion. But that growth is lopsided:

• AICS — Assistance to Individuals in Crisis Situations, individually-disbursed cash aid long associated with patronage politics — exploded from ₱0.70 B to ₱63.9 B, a ~90× increase, and went from about 1% to 35% of the entire Ayuda budget.
• SLP — the Sustainable Livelihood Program, which builds lasting income capacity — shrank ~45%, from ₱9.61 B to ₱5.31 B, and fell to under 3% of the total.
• Meanwhile Pantawid (4Ps) held steady around ₱113 B in 2026, and Congress added wholly new programs (AKAP in 2024–25, LITAW in 2025) directly in the GAA, outside the President’s proposal entirely.

The takeaway the tool dramatizes: the state’s flagship poverty-response budget is being redirected away from structural, build-capacity programs (SLP) and toward discretionary, individually-disbursed cash (AICS) that is far more vulnerable to political targeting.
